I don't know how to say this entirely but here is my thesis on why history is a constant repeat of itself among humans.
The primary cause - ignorance. Ignorance is what brings down kings and topples empires. Though not directly, it causes, at times devastating and unforeseen, consequences to occur. A prime example is of the Roman Empire. In the history of Rome, it is filled with consequences that resulted from its leaders and/or people.
